Saskatchewan has more roads per capita than anywhere else on earth. Not many broadband customers, but it is easy to get on almost any farm, running from a satellite. Presumably, the same bird could beam elsewhere, but companies buy territory from governments. I have to pay $25 per month just to get an 'net phone in this area code, and I barely use it, it is just a legacy thing to appear human.
