I don't know how they compare to back then, but I do know that Rice, in 
contrast to Stanford, does give a good bit of merit based scholarship money 
(Stanford claims to have a good work/study/loan financial aid package, but all 
of their non-athletic scholarships are need based, not merit based).

Since he's a National Merit Finalist (so far) he'd likely qualify for at least 
some of that merit based aid - we'll just have to crunch the numbers.

IIRC, many were merit based (like Bright Futures).
Granted that this goes back 20+ years, but Rice was about the same price as 
in-state UF if one qualified for a merit scholarship.
