Dooley and others have wondered why PSU Grad Assistant Mike McQueary has not 
been fired.

I don't know that answer, but would point out a few tidbits from the 
perspective of an attorney.

Several articles mention that the failure of a University to report possible 
child abuse (and that is putting it way too gently) is a Federal offense.

The Feds have a whistleblower statute to protect the job of the person who 
turns in the offender.

No one has mentioned who finally brought this matter to the attention of the 
authorities after all of these years.

The PSU Trustees have not only affirmed that McQueary will neither be fired nor 
demoted, they have also taken affirmative steps to protect him.

If I had to speculate, I would go with the theory that McQueary's conscience 
finally got to him, he reported the events to the authorities, and that he is 
protected under a state or Federal whistle-blower statute.
