It's http://www.spamcop.net I haven't used their blacklist (I use ordb), but my experience with their utility to parse email headers to find the real origin is that it needs work. It usually tells me that I didn't include enough headers even though I included all of the headers, and I can parse them by hand and figure it out myself.
