The beauty of the two-floppy option is that the second drive can be
optional.  GTA could put all of the currently existing core functionality on
one disk for those who use just the basic features.  Perhaps most of the
installations will be using single drives and diskettes, and it can be made
to work that way.  If you want to use extended features such as DHCP and
obscure hardware support, you can add the second drive and diskette.  

Because the second drive would only be needed for enhanced installations,
users of just the core functionality won't have to be bothered with the
second floppy.  Users who want the advanced features simply have to add a
drive and create a second disk.  Really simple for most folks, fairly simple
for the rest.
