When I try the queries by hand, that does appear to be the case.

What (i think) I remember is some documentation about the RBL, possibly on
Paul Vixie's site, that suggested that MTAs supporting the RBL should
not block mail if the DNS query fails to minimize a denial of service
attack. This was quite awhile ago, pre mail-abuse.org.

OTOH, I could be hallucinating again.
