This is the dreaded 3C509 syndrome; some configurations work fine, some hang like this irregularly. You can resolve this problem by replacing the 3C509s by NICs from another manufacturer. It's the simplest cheapest and surest way! 3COM tech support here in Europe has been very unhelpful.
