If by "console server" you mean something that will act like a serial terminal, then yes.
When you boot the GB-Flash using the "sio" image, the video will go blank after the level zero diagnostics (i.e., when the GNAT Box software begins the boot process). This is the point at which console is assigned to the serial port. If you have a serial terminal (or something emulating one) attached to the serial port, you will see the rest of the boot messages on that terminal. The serial terminal can then be used for administering the GNAT Box.
