Implemented for GCC 17.
CCing selected target maintainers, because the committed patch only added the
named patterns to x86, but at least according to
https://en.wikipedia.org/wiki/Carry-less_product there are instructions for
this on arm32/aarch64 (VMUL/VMULL/PMUL/PMULL/...), Power8 (VPMSUM[BHWD]),
RISC-V (CLMUL{,H}), SPARC (XMULX{,HI}) and S390 (VGFM{,A}).
