libstdc++: Fix docs for --enable-vtable-verify [PR120698]
libstdc++-v3/ChangeLog:
PR libstdc++/120698
* doc/xml/manual/configure.xml: Do not claim that vtv is enabled
by default.
* doc/html/manual/configure.html: Regenerate.
