That's in a way the a duplicate of PR 46516. Or at least the solution is
similar: Getting rid of libgfortran.spec and fall back (again) to having
the compiler itself adding the "-lquad". The only difficulty is: Having
__float128 is not sufficient, one also needs to have some support
libgcc. Thus, one needs to sort out how this is handled in gcc - and in
particular in libgcc/config.host and gcc/config.gcc.
