RMS's notion of GNU is as something under his personal direction and control, not answerable to the grassroots at all. For answerability to the grassroots, whatever organization the toolchain falls under, it's better for it to *explicitly* act only as an umbrella organization, serving the toolchain community rather than having any authority to direct it. -- Joseph S.
