Hi, Do you count ArcMap or ArcGIS Pro as self standing software or rather as applications that use GDAL? They read VRTs pretty well but for writing some developer tools are required https://pro.arcgis.com/en/pro-app/latest/help/data/imagery/supported-raster-dataset-file-formats.htm.
