Since the Windows Version is only 2.9MB I would have to believe the size difference is due to having to include the basic dependencies required for any Linux itself rather than any specific distro of it. Unfortunately, I can't remember the install size of Gears for Firefox 3.0.* on Ubuntu 9.04 off the top of my head but it was significantly larger than a Windows version.
