I worry about that every winter, and this year is especially cold and stormy
here in Ontario Canada. 

Fireplaces come in really handy in situations like that. If you're like me, and
don't have one, then the best thing is to have several or dozens of heat packs
handy, enough deli cups and other suitable containers and styrofoam boxes or
picnic coolers so you can pack your zoo up until the power is back, or drive
them someplace warm. It's not too difficult if you have no more than a few dozen
animals, but more than that, or big ones are more awkard. Geckos would be enough
challenge, but I cringe at  the thought of how I'd save my frogs. 

Befriending someone with a gasoline powered generator is another good idea if
you can't get your own, or know how to use one safely.

Other than that, we shovel the snow off the roof once it gets a foot high, and
pray a lot.
