You really need to talk to your postmaster. Sounds like you are having
problems with some sick local person! I also hope you filed an insurance
claim as USPS Express is automatically insured for either $150 or $250
(I don't remember which). If they pay out a claim or two that will bring
attention to the sick puppy who's doing this. Just make sure you open
the box in the presence of the postal person (desk clerk or carrier).
Maybe I've been lucky, but everyone in my post office knows me and
treats my shipments (coming and going) very well. They are always
interested in seeing the animals.
