You can use timers on the ordinary ones, no problem. It's dimmers that
you can't use. Buzz depends on a lot of factors, including how tightly
the ballast is screwed down! Some electronic types can buzz too.

I don't know what's available in the stores, but I always read about
people buying conventional fixtures and replacing the ballast with an
electronic one that they buy separately, often by mail order. I've got
a pile of old clunky rapid-start tar ballast fixtures that have been
growing tomato seedlings and aquarium plants for me for decades, I'm
a real Luddite. :-)
I've seen the Lights of America units. They are very light in weight.
I don't know what kind of ballast they have, but at that price it isn't
electronic. At one time, they didn't have a true ballast, just some
wiring that gave most of the effect. The complaint was that they often
failed after a year or so, unlike the more conventional fixtures that
last decades. I don't know if they've improved over the past few years.
I've got a few one tube 24" units that have been ok at 14 hrs per day
for two to three years.
