71 is not too bad, but 75 for a night temp is too warm.
I have the fewest problems in winter when night temperatures
drop to 55-65 F or even a bit cooler.

Over time I find these animals do poorly if not given a greater drop.
They seem to pick up bacterial infections rather easily if kept warm.
Do you have a basement that might be cooler? Also, check temps near the
floor with a thermometer. I keep mine on the lowest level in my herp
room, which I let cool every night.

Either will work. I use a misting system once per evening and hand spray in
the morning.

Only water one or two areas of the substrate, let the rest stay mostly dry.
If you water just enough for the plants, you should get it about right.

The ones I use are likely less than 2.0. Higher UVB might be good, I 
haven't tried
stronger bulbs. Distance from lights to herps is also an important factor.
