How cold is your room? Im surprised that cage is so cold with such a high
watt bulb. You might try another thermometer to see if the reading is
accurate. I find usually a 40 watt is good enough for a 10 gallon size
cage. You might consider covering a portion of the top to hold in some of
the temp.
The under tank heater wont raise the cage temps, but it will creat a warm
spot on the floor the gecko may like.
The substrate your using is not really very good. That may not be part of
his current situation, but it may be trouble the in future. Did you say how
old the gecko was?
A young gecko presents a greater danger for eating substrate and I would
recommend paper or paper towel. Mature leopard geckos can do well with
sand, if you are sure the mineral supplements are enough.
