I increased the temperature by adding a 25 watt heat lamp on one end of the enclosure.  She has resumed digging, so please keep your fingers crossed.

I had trouble breeding this species when keeping at about this
temp. I now give a basking spot in the mid 80s with the rest of
the enclosure being 76-80. I found this odd as I breed quite a few
R. ciliatus without any extra heating.

Thanks for the reply.  I should have specified that the temp. increase was only from about 76 to 79 degrees F, so I do not think that the temp.  increase is/was the problem.
