Correct me if im wrong, Phyllodactylus xanti noticolus is "protected"(not completely protected like some species, but there is now a bag limit of zero)throughout california, but also ranges into northern baja. Im presuming that they would be perfectly legal, if from the Baja populations, since technically, that makes them an exotic. And if the species is xanti xanti, there should be no problem at all, since they are not native to the states. So, i guess there would a few "exceptions" in terms of keeping xanti and/or x. noticolus.
