They are found also in northern Baja, where they wouldnt be protected. So if the stock you have is from mexico, you should be fine, but if from california, you may want to pass. Xanti xanti is from southern Baja, and if you've found a source for them, you should also be fine, as far as i know, mexico has no laws overthisspecies.
