Julian et al are part way there... by way of creating siftable objects of each 
gerber primitive.

Seems a great way to me, as it shows what that is like for possible future use 
in PCB.

Sounds really hard to do with any consistency with pcb structure, but pcb could 
just
not save it as a .pcb, and so mark it as a panelization only...where the panel 
parts
are not editable separately.


The rest seem harder even...
