I'd see panelizing tool in PCB level. At least, that is what we're doing in my
day job. It'd be nice to have a panel mode PCB, where one could insert PCBs to
a panel. Not copying it, just reference it. You could then add milling
routes, other elements, like pick and place helpers, etc.

I started to write a Perl script which does this, but then I saw DJs tool. I
didn't give it a try though.

However, a gerber panelizer is good too.
