Well, gEDA can do this within gschem, and the cvpcb equivelant is gattrib... just that we have no integration to actually select the footprint= attribute from a drop-down list, or with a GUI preview. I started to code a demo for drop-down lists / external "picker" applications some while back. (For selecting footprints within gschem). If we were to combine this with a "live" DRC which identified components still needing footprints assigning, we might have quite a nice solution. One (drawback / advantage) with gEDA is that it is so flexible. It is difficult to have such integration without some specification of the workflow the user wants, -> what integration is appropriate to enable.
