Two examples should clarify what is meant:

1.  Rotation.

Currently, in PCB you click on the rotate tool (verb),
then you click on the thing you want to rotate (noun).  The object
then rotates.

The desired behavior is:  First you click on the thing you want to
rotate (noun).  It highlights.  Then you hit the "r" key, or select
tools->rotate from the menu, or hit a rotate button (verb), and the
selected object rotates.

2.  Deletion.

The old way to do this:  First click on the delete tool (verb), then
click on the object to delete using the deaths-head cursor (noun).
The object is then deleted.

The desired behavior (which is also implemented, but needs a
clean-up):  First clieck on the object you want to delete (noun).  It
highlights.  Then you hit the "del" key, or select edit->delete from
the menu, or you hit the delete button on the toolbar (verb).  The
object is then deleted.
