A padstack is the build up of a pad/pin definition over various layers
(including mask, paste, etc.). Currently PCB only supports certain
aspects of a padstack, but padstacks can be more complex.

An example is a pin which has different clearances on different layers
(a plated mounting hole needs lots of clearance for the screw head on
the top layer, but less on an internal layer).

Another good example is when the paste size or shape differs from the
pad size (e.g. certain BGAs) or the mask has a different shape.
