You might get some more publicity if you get listed as a GNU project (GNU gEDA) in the Free Software directory. To register as a GNU project - Copyright need not be assigned to FSF. It is only required if you want FSF to defend in the court in case of GPL violations. - Any GPL compatible license will do. - Project need not be hosted under Savannah.
