Hello gem5 community,

First, I would like to thank all of our users. You are "the most important
members of the community and without them the project would have no
purpose."

A while ago (June 2015), I started the process of codifying the governance
of our community (
http://thread.gmane.org/gmane.comp.emulators.m5.devel/26397,
http://www.mail-archive.com/[email protected]/msg11854.html).
Unfortunately, I didn't quite stay on top of it (sorry!). Following our
consensus guidelines I have allowed "at least two weeks before assuming
that there are no objections to the proposal", so there's that ;).

In keeping with lazy consensus, I've published the document on our wiki (
http://gem5.org/Governance). This was copy-paste, so there may be minor
errors.

The next step required is to set up the "Project Management Committee"
(PMC). From the governance document:
The project management committee consists of those individuals identified
as ‘project owners’ on the development site. The PMC has additional
responsibilities over and above those of a committer. These
responsibilities ensure the smooth running of the project. PMC members are
expected to review code contributions, participate in strategic planning,
approve changes to the governance model and manage how the software is
distributed and licensed.
Some PMC members are responsible for specific components of the gem5
project. This includes gem5 source modules (e.g., classic caches, O3CPU
model, etc.) and project assets (e.g., the website).

If you have opinions on how best to set up the PMC, let me know. Otherwise,
expect to hear something else from me about it soon.

Also, don't forget about the upcoming Learning gem5 tutorial at HPCA in
Austin! Check the webpage often (http://learning.gem5.org/tutorial/). I'll
be making significant updates in the next week (hopefully).

Cheers,
Jason
