The scons check relies on pkg-config, so ensure that you have set that up correctly.
Note that you need LIBRARY_FLAG for the compilation part, and LD_LIBRARY_PATH when you actually run the binary. But this error doesnt goes. i also defined protobuf_inline_header in it by my self gave it a value 0 but then the gem5 binary generated gives error.
