This is hugely exciting!
I think I would be interested in trying my compiler backend which I am attempting to write, with it, no matter how incomplete, because the backend really uses the most rudimentary instructions and those are themselves described in a sort of declarative DSL, so if an instruction is not implemented then it's trivial to just exclude it from the description and the compiler automagically stops using it.

Does this work somehow relate to the Austin Harris project?

As to submitting, I got a number of patches in as an external contributor, and I find that the instructions on the "Submitting Contributions" page of the wiki, work quite painlessly and going through the review is a pleasant process.  I really haven't bumped into any nontrivial/unexpected caveats to be ware of.
