For the permission issue, I repeat what I said the other day on the private list:
Maybe the best thing to do is to open a JIRA issue for infra, explain them what we want to achieve and mention the fact that the existing AXIS2 space was created before the move to the new TLP (that may be relevant). They should be able to set up the existing AXIS2 space or a new space with the right permissions.
