You should only have to tell lilo that you have 128 megs if your BIOS is 
"broken".  If Linux sees 128 megs, then don't worry.  If it boots with 
some other figure, then you have to do it.
Below is an entry from my lilo.conf:
image = /boot/vmlinuz-2.4.1
  label = 2.4.1
  append = "mem=255M hdd=ide-scsi"
  root = /dev/hda6
That should tell you what you need to know.
