X has a low bandwidth extension, here is the howto:
http://www.linuxdoc.org/HOWTO/mini/LBX.html . It's a bit dated, so I
don't know what the relevance is now. The howto also lists some other
projects, but I haven't checked to see if they're active.

I get pretty good results running regular X apps over compressed SSH,
using the -C option. If you're really into doing something Citrix-like
for lower bandwidth, check out SCO(now Caldera)'s Tarantella offerings.
By no means free, but worth looking at.

What kind of open source projects are out there for doing remote desktops in
a low bandwidth setting? I only know of VNC

Do you mean you want to run the X Windows System over the Internet? Just so
you know, you shouldn't expect very good performance. Despite what you may
have read, X really only gives good performance over a LAN or a high
bandwidth Internet connection. Well, at least for any type of complicated
application. Applications such as xterm or gvim will run nicely though.

This is somewhere that UNIX could pickup some tips from the Windows world.
For low-bandwith (or better) remote desktops Microsoft's RDP and Citrix's
ICA tend to leave X in the dust.
