Well, the funny thing is that they already proved that Windows can be 
modularized with the WinCE product. There was a recent editorial from 
Windows Server and .NET Magazine that more or less said the same 
thing--Microsoft can do it, they just don't want to. However, I have heard 
that the new embedded Windows generation of products will not be as 
modular. Rather, you will just disable what you don't need rather than not 
include the code. So that may be a good counterargument.
