I wouldn't be surprised if he went on record to actually make that threat. With the position they are in, that would defiantly devastate many companies if they were to stop providing support and discontinue the line. I don't think that they would actually go through with it, but it's strong enough threat to try and strong arm the feds.
Also, to mis-quote someone like Steve Balmer would be a VERY bad legal move. They have some of the best lawyers in the world on their staff and I think they would defiantly go after someone creating a totally bogus deposition like that.
