FOUND IT!:  Some time I had gotten a wild hair and commented the 
ServerName, and didn't realize I made that change -- filecomp triggered on 
an earlier file change and didn't make it that far.  I found the answer in 
the error log, where I had bounced with a 301 without a trailing slash, but 
was successful with a trailing slash.  A quick "grep trailing -r 
/usr/src/apa*" found the reference in Apache's FAQ.html .
