Hi, We have EAtel ADSL Business service at Old Hammond and Millerville (70816 ZIP) - have you tried talking directly to the reps at the various phone companies? One thing that I've found is that many areas of Baton Rouge have phone service avalable from several different exchanges - and while one exchange will not have Internet connectivity, you may find that another one serving the area will have conectivity.
For instance a couple of years ago I tried to get hooked up via the 930-xxxx exchange and found that they couldn't offer ISDN or ADSL ... however the area also had service from the 925-xxxx echange which did offer ISDN service. Find out which exchanges service your area and try each one for service - also find out what the other bussinesses in your area are using... Another option is a T1 line - which will reach further than ADSL and can be split bewteen POTS service and Internet Service - installation costs are higher but since you can get rid of your regular POTS lines this might be cost effective if you have 6-8 POTS lines. The final option is to find an area close to you that can get good service and then rent a direct cable pair from the phone company between the two locations.
