Basically it smacks of politicians trying to make decisions regarding 
technology when they do not fully understand with what they are dealing.

There's a sucker born every minute...if anyone believes that M$ is giving 
anything away, they need to see me about some land in the Everglades, or 
better yet a bridge in the vicinity of Brooklyn.
