The Register has an article on the subject this morning.  I tend to agree
with their position that open standards is the important requirement,
not specifically open source.  There may be situations in which the only
satisfactory program available is not open source, but worth the price.

At the present time in history, I would hope that open source would be
widely used in government.  Having seen some of the backwaters of
government, I'm not sure all the staff is up to managing it.
