I think that open source software always has the _potential_ to be more 
secure. However, in practice that is not always the case. Also, I am sure 
you are thinking along these lines, but when you say open source, do you 
mean open to the government but not necessarily to others? I don't think it 
makes sense to GPL and release a missile guidance system or the heat 
control system software for a nuclear reactor.

By the way, I'm very pro-open source. I just think there are certain caveats.
