Craig, There are a number of options. You could use a "free" mailing list service like Yahoo Groups, or if you have broadband that lets you host a mail server, do it yourself. Or, you could buy mailing list services from a number of hosting providers out there.
Could you describe specifically what services you need? Do you need your own domain name? Dedicated server? Mailman-like front end (example: http://brlug.net/mailman/listinfo/announce_brlug.net)?
