Notice that the article is dated Aug. 19th. This has been known of for a while, and while I believe in my mind that M$ worms had a bit to do with the blackout, I don't believe that this particular incident had anything to do with that incident (if I remember correctly). However, it still freaks me out that these idiots rely on Windows in a nuke plant.
