Knowing LSU, I assumed the the latter will be true.  But you are right, 
from the guy's notes, it is unclear.  I was tired and did automatically 
assume the latter when I read this.

I also see the enforcement being the major issue.  I can see a kid 
going home and installing the newest latest "greatest" MS OS and 
overwriting all of the AD settings.

I don't really see the reason for AD, but I also don't understand 
someone not installing Norton 8 or setting up the updates.  LSU has a 
site license for Norton AV so it doesn't even cost anything.  I wish 
that LSU would firewall between the different departments at LSU.  I 
think that would contain infections to a department, if your department 
is constantly infected, well your department has a problem.
