It's easy to imagine how this can force you to own a new copy of Winblows and hard to imagine how it will improve real security.
The force comes from offering something like registration through some Winblows only service. We've all seen Microsoft only websites used for inappropriate things like resume collection. It's easy to screw students over because they have to do what the school tells them. Now, let's face it, is there any software with a worse security record than Microsoft? I don't care how much money the University spends on filtering, anti-virus and other complicated systems, they can't overcome Microsoft's design flaws.
