To setup users:
Log in as a user, or root to the desktop.
Click on the Menu at the bottom left (i'm trying hard not to call it
the start menu)
Click on "System Settings" then click on "Users and Groups" and this
will be where you can add/remove users.

To setup the network, you can go to "System Tools" then "Network Device Control"
Keep in mind that all of this can also be done from the command line as well.
