It most certainly is VOIP. Cox provides an Arris telephony router which supplies phone service to all of the jacks in your house. My house is wired via the old method of stringing two wires down into each jack, so this was possible to do by putting the router into my office rather than the attic. It however is local only and Cox does not offer things like phone numbers in different area codes ala Vonage or Packet8. I signed up for Cox because I wanted the "Triple Play" discount and the convenience of one bill for three services.
