What you are looking for might be provided one day in LinuxBIOS or OpenBIOS. You are right for wanting those features. A computer should be that flexible and secure without having to use the inflexible and fiercely non free BIOSes we have all gotten used to. Check it out and let us know if there's anything working.
Good luck, this is not a newbie project. If there's anything that can brick a computer, messing with BIOS is it.
