IMO, the main problem with tablet PCs (and PDAs) and handwriting recognition is the lack of friction between the stylus and screen. There is some resistance between pen and paper that makes it easier to write legibly, and I have a really hard time writing anything legible on a screen with the stylus slipping around like it does.
For me, there's also the problem of being a left-handed writer. The need to put my wrist down on something solid to write makes it even harder. I don't think there will ever be a device that works better for text entry for me than a keyboard.
