Are you sure its getting past 'post'. If post fails and the system bios 
is unable to initialize the hardware, I can see faulty display settings 
could be a result. This could explain the monitor detecting incorrect 
scan rates. Try isolating the problem. Try placing the video card in 
question in another computer. Does it work? If yes, you have ruled out 
this part of the hardware.

No 'beeps' is a bad sign. Check voltages.
